President Mahama Appoints Seth Terkper As Presidential Adviser On Economy

President John Dramani Mahama has appointed former Finance Minister, Seth Emmanuel Terkper, as Presidential Adviser on the Economy. The announcement was made in a letter issued by the Jubilee House dated January 21, 2025.

Mr. Mahama has also made some key appointments to the Office of the President as part of efforts to form his administration.

The Acting Spokesperson to the President, Felix Kwakye Ofosu, who signed the letter noted the new appointments reflected the President’s commitment to effective leadership and a responsive administration.

The other individuals named into various portfolios at the Presidency includes, Mrs. Joyce Bawah Mogtari-Presidential Adviser & Special Aide to the President, Stanislav Xoese Dogbe – Deputy Chief of Staff (Operations), Nana Oye Bampoe Addo -Deputy Chief of Staff (Administration), Larry Gbevlo-Lartey – Special Envoy to the Alliance of Sahelian States.

Professor Kwaku Danso-Boafo is named as the Cabinet Secretary and Professor Francis Dodoo is also appointed as Presidential Adviser on National Anti-Corruption Programme. Nana Yaa Jantuah and Beatrice Annangfio both comes in as Presidential Staffers and veteran media practitioner, Shamima Muslim will become the Deputy Presidential Spokesperson.

President Mahama is confident that these  appointees will bring their expertise and dedication to their respective roles, contributing to the progress and development of the nation.

Brief profile of Seth Terkper:

Seth Emmanuel Terkper is a Ghanaian chartered accountant and politician who served as the Minister for Finance and Economic Planning of Ghana from 2013 to 2017 under the first administration of President John Mahama.

Between July 1999 and February 2009, Terkper held various positions (last as Senior Economist) in the Fiscal Affairs Dept. (FAD) of the IMF in Washington, DC.

He participated in, and led, several technical assistance (TA) missions to member-states to improve the organization, process and legislation for revenue institutions. In so doing, he worked with colleagues in the Tax Policy [TP] and other Divisions in FAD; the African and Legal departments; the Caribbean Technical Assistance Centre [CARTAC]; and other IMF units to achieve critical TA goals. As a chartered accountant and public administrator, he follows fiscal, accounting, and other economic trends closely.

Before joining the IMF, Terkper worked in staff and management positions—including National VAT Coordinator and Deputy Commissioner—in the National Revenue Secretariat MOFEP and revenue agencies in Ghana. He played a key role in the introduction of the Value Added Tax (VAT) in Ghana.

As a Deputy Minister in the MOFEP from March 2009 to January 2013, Terkper worked mainly on the Budget and Medium-Term Expenditure Framework (MTEF) as well as on revenue policy and administration. During the period, he became very active in working on government business in Parliament, including the passage of Bills and approval of International Agreements.
